County of San Diego, Housing and Community Development Services to share your thoughts about the best use of funding for homelessness assistance through housing and supportive service!
The American Rescue Plan Act (ARP) is an economic stimulus bill passed by the federal government in March 2021. The HOME-ARP program was established as part of the American Rescue Plan. HOME-ARP funds are specifically set aside to benefit individuals who are homeless or at-risk of homelessness. The County of San Diego was allocated $11.9 million in HOME-ARP funds. HUD has identified four eligible activities for the use of these HOME-ARP funds:
Development of affordable housing for persons experiencing or at-risk of homelessness
Tenant-based rental assistance
Supportive Services to individuals or families not already receiving services
Acquisition and development of non-congregate shelter
This HOME-ARP allocation is available to fund activities in the unincorporated County as well as the cities of Carlsbad, Coronado, Del Mar, Encinitas, Imperial Beach, La Mesa, Lemon Grove, Poway, San Marcos, Santee, Solana Beach, and Vista.
The County of San Diego Housing and Community Development Services would like to invite you to share your opinion at our HOME-ARP Listening Session on Tuesday, December 14 at 2:00pm. The intent of this session is to hear directly from community members and stakeholders on this topic. The listening session will be held virtually and will last approximately 60 minutes. Staff will give an overview of the HOME-ARP eligible activities, populations, and general background information, then open the discussion to gather your ideas on funding.
